- He controls vast amounts of territory but knows he needs loyal subjects who can control those territories when he is not there
- The nobels/lords swear loyalty to Charlemagne but are fairly independent
- Feudalism progresses as the Vikings begin to raid
- Charlemagne's grandson's divide Europe under the Treaty of Verdun in 843
- Division of Charlemagne's Empire made it an easy target for Vikings. People looked to their lords for protection.
